Multi-level promotion of transformation and upgrading must, on the one hand, promote the strategy of large companies and form internationally competitive enterprises through mergers and reorganizations; on the other hand, it must provide convenient conditions for the financing of small and medium-sized enterprises through the capital market and financial market. At present, the entire electronic information industry is at the juncture of a new round of reform.
